He earned a Master’s degree in Electronic Engineering in 1996 from “La Sapienza” University of Rome and a Ph.D. in Geoinformation in 2007 from “Tor Vergata” University of Rome.
He joined the Italian Institute of Geophysics and Volcanology (INGV) in 1997, where he has served as Director of the Earthquake Department since September 1, 2025.
From February 2017 to December 2023, he was Director of the National Earthquake Observatory. In 2020, he obtained the National Scientific Qualification as Full Professor of Geophysics. Since January 2024, he has been an Adjunct Professor of Earth Observation Data Analysis at the Department of Computer, Automation, and Management Engineering (DIAG) at La Sapienza University of Rome.
From January 2024 to August 2025, he served as the INGV liaison to the Operational Committee of the National Department of Civil Protection. From February 2024 to August 2025, he also held the position of Head of Corruption Prevention and Transparency at the INGV.
He is a Principal Investigator (PI) at the European Space Agency (ESA) and the European Union. Since 2024, he has been the scientific and technical lead for an ESA project called Digital Twin Component (DTC), aimed at developing a DTC for geological risk management.
He is the author of over 110 articles published in peer-reviewed international journals and has delivered over 150 presentations and keynote speeches at international conferences.
He is an Associate Editor for the following international peer-reviewed journals: IEEE Geoscience and Remote Sensing Letters; International Journal of Remote Sensing; International Journal of Applied Earth Observation and Geoinformation; Journal of Remote Sensing & GIS; Remote Sensing Letters; Geomatics; Scientific Reports.
Since 2021, he has been a member of the Asian Council of Science Editors. He was a member of the Scientific and Technical Committee of the IGARSS Program – International Geoscience and Remote Sensing Symposium – from 2011 to 2025. He was a member of the Coordinating Committee and Scientific Director of the INGV-FABRE Framework Agreement – Research Consortium for the Assessment and Monitoring of Bridges, Viaducts, and Other Structures – from 2024 to 2027. Since 2018, he has been the Operations Manager of the Italian node of the European Infrastructure Simulation and Analysis Centre.
He received the IEEE Geoscience and Remote Sensing Society 2015 J-STARS Prize Paper Award and the Symposium Prize Paper Award at IGARSS 2024.
In December 2025, he was appointed a member of the Steering Committee of the Team for the Einstein Telescope in Italy (TETI).
